I think that one was just a communication breakdown there, I can imagine it being quite difficult to explain without knowing what the word 'rip' means. He probably just doesn't know some computers have TV cards in and can rip off these.

There are now of course quite a few people coming online from off campus and not knowing why they aren't getting the download speeds they got on campus last year

Trying to explain how to change the address he connects to
