Changing where the hub is hosted does not affect anything.

"safe" is a very loose term. What you most likely mean is can I get caught by ITS. The answer is still yes (if u're on campus). If u're off campus no, but the speeds won't be LAN speeds.
Basically if u're on campus remember to follow the user guide to at least firewall out external connections. However it is still very much AT YOUR OWN RISK.
