Bittorrent Using Proxy

Hi, could someone please tell me the IPs etc I need to connect via proxy so I can download .torrent files, thanks!
Using the proxy does not allow you to download .torrent files
Torrenting seriously degrades network performance for everybody and attempting to WILL get you cut off.
