Share ratios are client side 'm afraid... although I might investigate creating a modified client that slows your downloads if your share ratio is rubbish, you can then make it so that the hub will only certain clients

Well currently ~35% of the hub is sharing < 5GB [140 users online] so I'd have said that it would make a difference, even if all it does is stop people from being complete leeching goits

A lot of universities have very strict limitations of their residential networks, although I must admit, blocking stuff is a bit anal as virtually everything can be used for legal purposes and this is just impeding it

Yeah, hosting a hub is a bit vague, it's technically not against it, although I think because Kat was connected to it herself that would really not help things. ITS would also argue that it is engouraging illegal activity on the network
