But really, everyone I know who uses DC++ connects only to the twofo.kicks-ass.net:4145 hub and downloads only copyrighted music and films. Surely that's where the vast majority of the traffic comes from. And if people, evening paying people, are going to break the law with the facilities provided ...

If the hub only contains campus users, they will all be able to use an active connection to connect to everybody, no pissing about changing connection settings just to deal with specific users. This means a lot less load on the server (because it doesn't have to handle the searches so much).

How about an external hub like twofo that only allows IP addresses in the campus range? From what I can see of the AUP (ie the one which is easy to find) hosting a DC++ hub is not a violation. It may be against the spirit of the AUP but it's not the same thing.
